Sometimes a general rate limiting is not enough, when a customer has a crazy load and eating up the server resources it's hard to do anything. Except we can limit their request rate! Of course this is a manual setting, there is no one size fits all, but this could be a useful tool to keep those websites from overloading your webserver.

Yes! This would really a good feature to have. I mostly have problems with people scraping content so limiting the request rate would be very helpful to decrease the number of bot attacks on the server!
